MR. RENELL L. BRUMA
La Consolacion College – Bacolod
Renell L. Bruma holds a Master’s Degree in Business Administration major in Human Resource Management, the same major he pursued in his baccalaureate degree. Currently, he is advancing his academic journey by pursuing a Doctor of Philosophy in Business Management, reflecting his commitment to continuous learning and professional growth in the field of organizational development and leadership.
At present, Mr. Bruma serves at La Consolacion College Bacolod as the Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) Coordinator and Training Officer under the Human Resource Development Office. In these roles, he contributes to capacity-building initiatives and adult learning programs that strengthen both faculty and staff competencies. He also earned his Certified Human Resource Associate (CHRA) credential in 2022.

MR. MARK ANTHONY A. DALUMPINES
Mindanao State University – Buug
Mark Anthony A. Dalumpines is an Assistant Professor IV at Mindanao State University–Buug Campus. He holds a Bachelor’s degree in Public Administration, major in Human Resource Management, and a Master of Arts in Education (MAEd), major in School Administration. A Licensed Professional Teacher, he has been consistently involved in instruction, research, and extension services, reflecting his commitment to both academic excellence and community engagement.
His research interests focus on governance, education, public management, and human resource management. Beyond academia, he is an advocate of youth empowerment and community development, mentoring young leaders to become socially responsible citizens. His professional and civic engagements highlight his dedication to advancing knowledge, fostering leadership, and contributing to nation-building.

DR. SHELA E. DIAZ
Negros Oriental State University – Main Campus
Dr. Shela E. Diaz was born on January 21, 1982, in Dumaguete City, Negros Oriental. She is the second child of Efren B. Escala, Sr. and Fe Z. Escala. On January 28, 2012, she married Dr. Christian A. Diaz, who is also a full-time faculty member of the College of Business Administration (CBA) at Negros Oriental State University (NORSU) Main Campus I. They are blessed with two children: Donna Chrishel E. Diaz, who is 12 years old, and Christian E. Diaz, Jr., who is 7 years old.
She pursued her undergraduate studies at NORSU, where she earned her Bachelor of Science in Information Technology in 2006. With strong commitment to professional and academic growth, she completed her Master in Public Management in 2016, and later obtained her Doctor in Management major in Human Resource Management in 2022, all from the same university.
Dr. Diaz began her professional career in 2007 as a Secretary in the College of Business Administration at NORSU. In 2015, she started teaching as a part-time instructor, handling courses such as Fundamentals of Computer, Principles of Management, and Human Resource Management. In 2024, she also served as a Disposal and Appraisal Secretariat/Staff while continuing to teach. Her dedication and perseverance were recognized when she became a regular full-time faculty member of the CBA at NORSU Main Campus I in March 2025. Her professional journey reflects her passion for education and public service, as she continues to inspire students and contribute meaningfully to the academic community.

MR. SERDAN M. DEVERO JR.
Negros Oriental State University – Bais Campus
Serdan M. Devero Jr. is an Instructor I at Negros Oriental State University, bringing with him an interdisciplinary academic background that bridges philosophy, theology, and business. He earned his Bachelor of Arts in Philosophy from Saint Thomas Villanueva Institute, affiliated with the University of San Agustin, Iloilo, and a Bachelor of Arts in Theology from the Recoletos School of Theology, affiliated with the Pontifical University of Santo Tomas, Manila. He later pursued business studies, completing a Bachelor of Science in Business Administration major in
Human Resource Development Management through the ETEEAP program at the University of San Jose–Recoletos, Cebu. He holds a Master of Business Administration major in Human Resource Management from La Consolacion College, Bacolod.
Currently, Mr. Devero is pursuing his Doctor of Management in Human Resource Management (DM-HRM) at the University of San Jose–Recoletos. His academic and research interests lie in human resource development, organizational behavior, leadership, ethics, and the hospitality industry, where he continuously explores service quality and human capital management. With his grounding in both the humanities and management, he offers an integrative approach to scholarship and instruction, enriching the fields of human resource management and business education.
Beyond teaching and research, Mr. Devero also serves as the Extension Coordinator of the College of Business Administration, where he actively leads community-oriented initiatives. Notably, he is working on the restart of the Persons Deprived of Liberty (PDL) program in partnership with the Bureau of Jail Management and Penology (BJMP), reflecting his commitment to social responsibility and inclusive development. Through these roles, he remains dedicated to fostering ethical leadership, transformative education, and community engagement..

DR. AILEEN J. RIOJA
Notre Dame of Marbel University
Dr. Aileen J. Rioja has been a Professor at Notre Dame of Marbel in South Cotabato for 12 years. Under the College of Business Administration. She teaches major subjects in the fields of Marketing and Human Resources, general subjects like Ethics and Business Statistics, and is a club moderator of the Junior in People Management Association of the Philippines.
She earned her bachelor’s Degree in Business Administration with majors in Business Management and Marketing Management, Master’s in Business Administration, and Doctor of Management in Human Resource Management at Ateneo de Davao University.
Before joining NDMU, she worked as Manager and Executive Assistant at Skin Doctors Dermatology Clinic, Consumer Sales Representative at Kimberly Clark Philippines, and Administrative Assistant and Corporate Sales Representative at Mosaic Communication Inc.
Used to own and manage La Rioja Driving School, and Marj Laundry Shop when in Davao City. Designed and sells ladies’ footwear and accessories in various Cities in Mindanao.

MR. LARRY S. MARI
Department of Environment and Natural Resources (DENR)
Larry S. Mari, RPF, MSES, is a Licensed Professional Forester with a Bachelor of Science in Forestry. He earned his Master of Science in Environmental Studies from St. Paul University Dumaguete City, Negros Oriental. He has twenty-five (25) years of work experience at the Department of Environment and Natural Resources (DENR) Negros Oriental and six (6) years of experience as a Guest Instructor (2015–2021) at Negros Oriental State University. He is currently pursuing a Doctor of Public Administration degree.
His research, titled “Workload and Job Stress Assessment of DENR Frontline Environmental Workers,” examines the relationship between workload, stress levels, and job performance among environmental frontliners. The study aims to provide evidence-based recommendations to enhance employee well-being and organizational efficiency within the DENR.
Mr. Mari aspires to continue contributing to research that promotes sustainable workforce development and improves the welfare of public sector employees.

MS. ARIANE JANE R. BALANSAG
Department of Environment and Natural Resources (DENR)
Ariane Jane R. Balansag is currently pursuing the degree of Doctor in Public Administration (DPA), where her academic and research interests focus on organizational development and environmental and natural resource management. She serves as a Community Organizer/Project Evaluation Officer I at the Department of Environment and Natural Resources (DENR), where she is actively engaged in community-based initiatives, project monitoring, and policy implementation in the field. Her professional experience in environmental programs and organizational systems strengthens her research interests, which include organizational resilience, monitoring and evaluation mechanisms, and bureaucratic efficiency in government institutions.

MS. BIANCA JANE D. ABRENICA
Technical Education and Skills Development Authority (TESDA)
Bianca Jane D. Abrenica is currently taking the degree of Doctor in Public Administration (DPA), where her academic and research interests focus on Technical Vocational Education and Training Implementation and the Competency Assessment and Certification in Negros Oriental. She is currently a TESD Specialist II designated as the Philippine TVET and Competency Assessment and Certification System (PTCACs) Focal at TESDA VII – Negros Oriental. She is designated to facilitate the accreditation process of all Competency Assessor Applicants and Competency Assessment Centers in Negros Oriental.
